I think this is the pinnacle of the Liberian USA Milennium Tribute series. This design depicts the obverse of the original design or proto-design of Saint Gaudens for the 1907 High Relief $20. The reverse is similar to the 'Indian' $10 gold coin. Drawings and plaster models of this pattern design still exist at the Saint Gaudens Historical Society. The main notable differences, and what was eventually, approved are the wingless Victory/Miss Liberty and the feathered headdress. Mexico opted for the winged Victory rather than transforming this classical theme to Liberty with cap. You can see them in the Augustus Saint Gaudens Museum and are depicted in the little book that comes with the 2009 USA Tribute High Relief $50 gold piece.
