Standard coin is an EMPIRE issue for the Republic of China, no date, but struck in 1920. This is a 10 Cash (Wen) coin (Y#306.1) that was actually struck at Changsha in Hunan Province. COUNTERSTAMPED with a Red Star with Hammer & Sickle. This is a very rare issue of the Hunan Soviet. The only previously known issues of this Soviet were the very rare large and small Star with Hammer & Sickle silver dollars in 1931. See this link for an example:
/showphoto.php?photo=590&cat=630
This may be a rare fractional or earlier issue.
The only reference to these were from the 'Money Company' coin auction of Sep. 1984 and a Gregory G. Brunk article in the Numismatics International "Bulletin" of Jul/Aug 2009. HUNAN SOVIET: AE 10 cash, ND (c/s Empire 10 Cash, 1920), countermarked hammer & sickle within five-pointed star. This coin was picked from bags containing 30,000 coins put aside during WWII as the Japanese were melting Chinese coppers for the war effort. Only 100 of these countermarked pieces were found in the bags on various host coins of which about 20% had clear countermarks.
See my 20 Cash example which has two counterstamps.

Here are a number of RARE articles on Communist Chinese Soviet coins & notes from the Moneta Library:
