Republic Yuan Shih-kai (Y329) Fake.
This is an example of a fairly common fake seen on eBay. The metal is that dull stuff ('white metal') that most obvious fakes are made of. A crown size coin of this material will be about 4 grams light in weight. Here the 'SOVIET' counterstamp (3 Chinese characters:"su wei ai") was part of the die of this fake; it was not counterstamped. Be sure to see a very rare authentic example here:
