I have not researched this yet but my guess is that this is a depiction of Alexander the Great of Macedon. The territory of Albania may have been incorporated in ancient Macedonia and the hero of Albania (Skanderber or Iskander) name derives from "Alexander". It's a gorgeous neo-classical coin design with slightly over 1 M minted for the Rome mint.
