Wilhelm II German Kaiser (Emperor) and King of Prussia on this common 20 Mark gold piece. Compared to the previous 20 Mark he appears ready to go to war. With 20/20 hindsight and the revelation of secret documents the Germans instigated the events that ultimately lead the the "Great War" and the "War to End All Wars" - World War I. So we're also placing him in the Rogues Gallery.
