These are commonly seen in BU with 100k struck, this example is listed as prooflike in KM with 2000 struck, but the slab shows this unusual design as a proof 66. 10th Anniversary of the West African Monetary Union. The fish is actually a gold weight in West Africa and it's a symbol for prosperity known as a "Taku." The seven shields on the reverse represent the 7 States of West Africa.
